Out of all the cities in Texas, Austin is among the hardest hit by the drug epidemic. The fentanyl overdose death rate is 80% higher than the state average, methamphetamine overdoses have been increasing and the rate of alcohol use is the second highest in the state.

Another notable change has been a shift in the criminal justice system. Rather than issuing criminal charges, the focus has been on getting people addiction and recovery resources if they experience an overdose.

Have the efforts paid off? The latest data suggests that Austin may finally be gaining some ground on the local drug epidemic.

The Success Rates of Drug Rehab Programs

The first thing to look at to determine the impact drug abuse programs are having is the success rate. Data analyzed by the United Recovery Project concluded that 40-60% of people who complete a treatment program either significantly reduce use or reach full recovery.

Inpatient and outpatient substance abuse treatment programs are effective for a number of reasons:

  • Evidence-based treatments like cognitive behavioral therapy can be administered.
  • Support groups allow people to connect with others and not feel isolated.
  • Coping skills are learned that replace self medicating with alcohol and drugs.
  • Participants are in a safe environment where there are far fewer triggers.

Research has revealed that the length of a drug rehab program correlates with success rates. The longer a program lasts the better the chances are that participants won’t relapse. Individualized treatment is also a contributing factor for effectiveness.

More Treatment and Addiction Recovery Programs to Balance Supply and Demand

A supply and demand issue has plagued Austin as the drug epidemic has grown worse. For years there has been a shortage in mental health care workers, treatment centers and space to accommodate people needing help.

Many substance use disorders require medical detox assistance to ensure safety and help people overcome withdrawal symptoms that can make breaking an addiction extremely difficult. Even alcohol use disorder can pose a threat to someone’s life when they attempt to detox.

Professional assistance is just as important in the recovery process when a person is most vulnerable to relapse. Without adequate support many people backslide and are at an even greater risk of overdosing.

While demand still outweighs supply, the city of Austin is closing the gap. Funding has been secured at the local, state and federal level to expand treatment programs and start new initiatives in the coming year to help more people get the support they need.

However, not everyone will be eligible to participate in some of the programs that have financial or clinical requirements.

Signs That Naloxone Overdose Prevention Programs Are Working

One of the most encouraging pieces of information from the latest data is that drug overdose deaths have declined in Austin and the state of Texas for the first time in years. The Travis County medical examiner Dr. Keith Pinckard stated that based on preliminary data for 2024 there were far fewer deaths related to overdoses overall, in particular from opioid use.

In the first six months of 2023 there were 250 overdose deaths in Travis County. But in the first half of 2024 the total overdose deaths were 221. Data shows a 19% decline in total overdose deaths, and a 26% in fentanyl-related deaths.

The Texas Department of State Health Services reported that between 8/1/2022 and 7/31/2023 there were 5,086 overdose deaths, 2,363 from fentanyl. Then from 8/1/2023 to 7/31/2024 it dropped to 4,416 total overdose deaths, 1,925 of which were attributed to fentanyl.

While this may not necessarily equate to reduced drug use in Austin, it is a definite sign that overdose prevention programs are working. The city and local organizations have initiated a number of programs that distribute free naloxone kits in the community. The programs include:

  • Breathe Now training program for recognizing the signs of an overdose and administering naloxone.
  • Community Health Paramedic (CHP) Opioid Use Disorder (OUD) Support Program provides free opioid overdose rescue kits.
  • N.I.C.E. Project that stocks vending machines with free naloxone.
